For the first time, Zimbabwe will have a living, breathing, continuously-updated national skills map.

For years, Zimbabwe’s most pressing anxiety in workforce planning was not the absence of skilled people; it was the absence of a system that could see them. The country’s last major skills audit carried out in 2018 produced a snapshot, a photograph taken on a single day, then frozen. By the time policymakers acted on its findings, the data was already ageing. Retirements shifted the landscape. New graduates entered. Scholarships filled gaps. Training programmes ran. Yet the numbers on paper never moved.

“We needed a system that self-updates, that is continuous, that becomes a live system. Where at any given point we are able to offer government, private sector, and citizens an intelligent and incredible answer on the skills situation within the country,” said Permanent Secretary in the Ministry of Skills Audit and Development, Ambassador Rudo Chitiga.

On Monday morning, that anxiety met its answer. In a formal signing ceremony at the Ministry of Skills Audit and Development offices in Harare, Ambassador Chitiga and Dr Caroline Makoni, who represented Eleven Pvt Ltd, committed Zimbabwe to a new era of skills intelligence. The document signed was more than an administrative agreement, it was the founding charter of SAKIS, the Skills Audit and Knowledge Intelligence System.

SAKIS is designed to do what no previous system could: update itself. Every retirement, every graduation, every certification, every expatriate placement, all feed into a single national platform in real time. The result, as Ambassador Chitiga put it, is the ability to give “an intelligent and incredible answer” on skills at any given moment.

“It’s not that we don’t have a Zimbabwean who can do it. Most of the time it is that we don’t know of a Zimbabwean who can do it. This system will be able to bring all that information to your fingertips,” noted Dr Makoni.

Governance is anchored by a joint steering committee, independent quarterly audits, and full compliance with the Public Finance Management Act. Strong data encryption, access controls, and secure backups ensure that the intelligence SAKIS generates remains both trustworthy and protected. The credibility of the system, as Ambassador Chitiga noted, is designed to be global and benchmarkable against skills intelligence platforms across the world.

With a continuously-updated, globally-comparable platform, Zimbabwe stakes its claim as a benchmark for skills intelligence across Southern Africa and beyond.

The signing on 18 May 2026 marks not a conclusion but a beginning. A phased rollout over the next two years will see SAKIS launched in pilot sectors before expanding progressively across the national economy. As the Permanent Secretary observed at the signing table: “We are at the beginning of the work that we need to start doing.” For Zimbabwe, that beginning is everything.

In a landmark signing at its offices on Monday, 18 May 2026, the Ministry of Skills Audit and Development (MOSAD) and Eleven Pvt Ltd formalised a Memorandum of Understanding to establish SAKIS, the Skills Audit and Knowledge Intelligence System.
